Actually the RX series was just recycling the old concept of having a group of Kaijin follow certain traits depending on who their leader or "chief" is. In the first Kamen Rider series,once Black Shogun took control, the Kaijin were no more made of one type of Kaijin but a mix of two animals. In Kamen Rider v3,Doctor G's Kaijins were a mix of a mechanical object and an animal. Baron Fang had prehistoric(or was it mythical?)Kaijin,Marshall Armor had animals with hard shells while Archbishop Wing's Kaijin were animals with wings.

In the case of Kamen Rider Black RX, each of the four leaders(generals?) had their own different monster that they were in charge of,Maribaron with the supernatural monsters,Gedorian with his alien beast lifeforms etc . Only difference now(in RX) is instead of letting one general die and then the next one take over like in Kamen Rider and Kamen Rider V3,all the generals were alive all at once and took turns to send in a different monster.
