I guess it could be similar to how Gokaiger gets a lot of recommendations for people who ask what Sentai they should start with? Like, it's a decent way to get a feel for a decade of Riders without having to watch 9 sets of 50 episode shows, and Decade himself as a Rider is reasonably popular and re-occuring that it helps for his many, many cameos down the line?

Whether or not that makes it any good as a start for people's Rider journeys is a whole other question enteirely, of course.

(Also, yeah, as others have pointed out, it debuted in that sweet spot where Power Rangers was being even odder than usual, and people are looking for alternatives anyway, it's not super surprising people ended up catching it)
