I think part of it may have been the Sentai it was partnered with. Remember, there was no Power Rangers that year, so quite a few people started watching Shinkenger as a replacement to Power Rangers, especially as it looked like there might be no further seasons. It made sense, if that got your interest, to also check out the Kamen Rider show airing with it.

And I've also heard people recommend it as a general overview over Hesei Riders so people could decide what they might want to watch afterwards. Kina treating the show as a sampler.
