I disagree. Gokaiger is the most surface level of fanservice. Old actors, old suits. It took the easy way out.
Zenkaiger is celebrating Sentai's history in it's own way that isn't just "Applause for special guest", and it's not letting the fact that it's an anniversary weigh it down with forced references, and as a result, has it's own identity in doing so.

Like, let's be real. Seeing Gai return in Gokaiger was nice. But recreating the ending to Jetman in Zenkaiger was amazing

I'm not saying Gokaiger is bad, but I honestly feel Zenkaiger is both a better anniversary and a better show overall.
