The thing is though is that watching toku is a privilege, not a basic human right that you need access to in order to live. Toei may not exactly be a fan-friendly force when it comes to distributing toku, but they're not entitled to make a streaming service free just for your sake.

I'm also a bit confused about 'quality', what on earth makes you assume a streaming service will make them do three parters and cliffhangers upon cliffhangers? Pointing to Amazons Season 2 isn't fair because that's a single show; it woukd be one thing if multiple shows on a streaming service did this but it's highly illoigcal to base a trend of a single show. Of a streaming service really does make shows crap then I don't see why you're pushing for a free streaming service; I don't want to see people complain about free crap when they literally asked for it.

What I understand is that you can't pay money to watch Kamen Rider. In that case then you are in no position to complain about the quality of the shows you watch. Again, tokusatsu is a privilege, not a basic human right. You should be able to pay for it if you can, and even if you can't like you said, there's torrenting. You claimed that a flawed streaming service would drive away tons of fans but that's not necessarily true, in fact more people would just switch to torrent.

When I'm in Philippines and the internet is crap, I often see people torrent anime; most can't afford to pay for streaming services and have to watch new episodes in 480p because of how bad internet is there. And guess what? They don't mind, they're just happy to watch it at all. And before you say this is difderent because we're talking about toku, the principle here is the same; it is possible to be happy to watch free toku even if it's of lesser quality.

To summarise; you are not entitled to make a company make an official streaming service free of charge just because you can't pay for it. It's their property and ultimately they have the last say in this whether we like it or not. If you want to watch free, torrent it and/or suck it up if the quality's below 720p.
