It's because Owner, Naomi, Hana, etc. are all members of the ensemble, while Ryotaro was previously (and maybe still is) the title character. The expectation is that these stories should largely be about Kamen Rider Den-O. Having Ryotaro be around after an emotional send-off AND be around in a movie where he's just one of four heroes... it's not unfair to assume that Ryotaro should have a bit more significance in a Den-O story. If he can't/won't, then maybe he shouldn't be in the story.
