He's not a major force in the narrative, he isn't a particularly huge threat, and his arc doesn't progress at all. This sort of puts a damper on the great rhythm the show has had with Stacey where it's always a huge deal when he goes into battle... but then, I'm almost positive he's here entirely because they didn't want to pass up the opportunity to have a Stacey VS Kaito fight while Kaito is a piece of paper, and honestly? I can't blame 'em for making that choice. It is a deeply amusing confrontation, whether it has dramatic weight or not. Stellar episode all around.

Between this and the preview for next episode (and the fact they're going full throttle with his story now), I think it's safe to say we're past the point in the scripts where they didn't know Stacey would be a thing yet and are now content to just throw him in any given motw story... and I am ALL for it! The guy's been missing out on the weekly craziness of Zenkaiger and I'm so happy to see the only person in this entire show who's ever serious about anything interact with it all. Seeing him decked out in a tennis outfit and subbing in next episode is the most exciting thing you could possibly do!
