everyone and I (originally) think that Evil's identity is Kadota but I think he's just a red herring.

in this episode we are made to believe that Kadota is Evil because he behaved suspiciously throughout this episode but although it is possible that Kadota is Evil, I now believe that Evil user is no other than Daiji because Daiji as Evil will create an interesting conflict with Ikki.

we don't know the concrete reason why Kadota is Evil user other than he has a desire to be a "Kamen Rider" while Daiji as we know besides he wants to be a Kamen Rider, Daiji also wants to be recognized as better than Ikki and besides that if Daiji is Evil it might be affect the Igarashi family relationship.
