Since KR Blade, we need a Major Arcana rider to join in! Mix the tarot card theme with the Justice system of lawyers & judges. Phoenix Wright style!

1. Kamen Rider Tarot - Defense Attorney (like Phoenix Wright)
   Tarot Cards:
   • The Fool
   • The Magician
   • The Chariot
   • Justice
   • The Star
   • The World
   Story:
   A young defense attorney who used to be a punk, until he was saved by a lawyer who got him out of a bad jam and took him in as a his protege before his/her death. Before his/her death, he/she told him of his fate/destiny awaiting him by the cards. He didn’t understand until he met a fortune teller who made his life better and becoming the hero he’s destined to be.
   
2. Kamen Rider Gypsy - Fortune Teller & assistant (like Maya Fey)
   Tarot Cards:
   • The High Priestess
   • The Empress
   • The Lovers
   • Wheel of Fortune
   • The Moon
   Story:
   Tarot’s assistant who gave him the rider system, so that they can search the cards together and solve clients’ cases.
   
3. Kamen Rider Seer - Prosecutor (like Miles Edgeworth)
   Tarot Cards:
   • The Emperor
   • The Hierophant
   • Strength
   • The Hermit
   • The Sun
   Story:
   Tarot’s rival and later friend. In the beginning, he cared nothing about one’s innocence but his profession & victory. His pride became his downfall until Tarot came to his rescue.
   
4. Kamen Rider Vigil - Criminal/Fugitive
   Tarot Cards:
   • The Hanged Man
   • Death
   • Temperance
   • The Devil
   Story:
   (There’ll be two users who’ll use that system - a framed fugitive and the true culprit/criminal). Before the fugitive takes on the rider system, the criminal was the first to use it.
   
5. Kamen Rider Babel - Judge
   Tarot Cards:
   • The Tower
   • Judgment
   Story:
   One of the court's judge, a young judge had been BTS of the events, as he bided his time until all the cards are together.

The villains I need help figuring out? As Blade had the Undead & their Royal Undead + the Trials, there must be a fitting theme for the villains.
