I feel like the team-up scene was a fun outcome of them not wanting to choose between doing Black or RX, and by doing both they could have that moment. This would probably have been a much less celebratory arc if they'd needed to exclude one of the two suits, and by doing both they got the team-up they could never do otherwise. Possibly a happy accident!

Keeping Black and RX as discrete characters also allowed them to do a little bit of symmetry between Kaitou and Natsumi, as both of them save Tsukasa from a Rider. It's just that Natsumi does it in an affirming way, while Kaitou... maybe less affirming.
