Which means, there will be no world that accepts him. And it's here that his identity as Kamen Rider Decade is finally understood. Tsukasa is like his sister Sayo here. He feels bound to this world, since it's the world he was searching for, but that prevents him from leaving it behind. It's a cage of his own making. So after realizing that his journey can't end with this destination, he gives that same message to Sayo, that she can leave behind the cage she trapped herself in and stop depending on Tsukasa and Tsukikage to live. She can make her own journey.
The emotional core of this movie (Tsukasa and Sayo's relationship, Tsukasa's freedom to continue his journey) is by far the best part. Even better than the various fights and Riders, maybe! (Like Kurona, a half-dozen bigger Phase 2 films had me zoning out a little at this film's Quarry Climax.) Kobayashi nailed the need to have a home, have some small stability in your life; this film nails the need to
leave
that stability to really find out who you can be. It's a great massage to get across right before the series finale. Glad you liked it, too!
