Yeah, this is the big problem with the movie. There're a lot of small problems (the pacing with the Showa plot kneecaps the drama), but the big problem is that we went from a TV ending that's all about how Tsukasa values his friends more than anything, to a movie plot where Tsukasa has completely abandoned his friends and bullies them into trying to kill him. Tsukasa as someone embracing an unpopular role for the greater good? Yay! Tsukasa freezing out all his friends so he can mope about his perpetual isolation? Boo!

You can dial back the thread to the Shinkenger episodes (I think?) for the full analysis, but I want to say my take on Narutaki was that he's more the Dismissive Critic, someone who looks at Kamen Rider as a franchise and operates in bad faith to take it down. The sort of outsider who only sees the fighting and refuses to see the heart.
