While Tackle is always going to be a Rider in my eyes, Toei seems set on her not getting that title.
Meanwhile, they've always waffled on whether or not Shadow Moon was a Rider. Honestly, whenever Toei staff talks about Shadow Moon, you can flip a coin as to whether they consider him a rider or a rider-style villain
