Also to clear up confusion, this isn't a TOKU thing, the weird order of putting Revenge of Belial first is the actual original way the show was released. And that Ultra Zero Fight in snippets isn't a thing, it is it's own set of episodes at the end. The thing you're referring to is Ultra Fight Orb which was a thing that was airing in snippets at the end of the episodes.

Adding to that, there was also some promotional stuff for the Ultraman Orb Movie that was releasing around the time too added in the episodes I believe.
