As usual some logic has to be ignored but I'm also curious if anyone involved did try to explain this in Japanese back in 2015.

I'm not sure if I blinked an eye but also what event made the Great Leader decide to build Kamen Rider 3(not V3) and change the past?Did the movie explain or did I miss something?

I guarantee you that you are thinking way more about Rider continuity in these three paragraphs than the movie's writer, Shoji Yonemura, ever has.
