You see that belt and you immediately know you're looking at a form change rather than a different person. Having Tsukasa actually attempting to impersonate another Rider is just one more way Super Hero Taisen subtly misses the point of these characters in my opinion.

(I mean, I'm making it sound like a huge deal, but it's only a tiny little problem by itself. There's just kind of a lot of those that add up in this movie...)

Oh no, that was absolutely the movie cheating to trick the audience. It's definitely bullshit, but so is pretty much everything else in this movie.
