I sorta figured! Also, Sharivan outright says that he's most familiar with Raider's gang -- from fighting them for years -- so they definitely establish the history.

It does not make the Space Sheriff organization look competent, no! The first time I watched this film, the evidence was so flimsy and the resolution was so ruthless that I just assumed the leadership of the Space Sheriffs was corrupt/infiltrated. Nope! They're just terrible at protecting people!
