He basically said that there was no way you could get good development out of 9 rangers, which makes sense when instead of a continuous ~50 episodes it's instead 40 episodes split into two seasons that need a beginning, middle and end of their own; and are further split by having a large break between episodes 8 and 9 (which is also usually where the sixth comes in). Though Power Rangers rarely considers development of even one character a priority, so I'm not too sure why this is a big issue
