It's a pretty big leap, mostly because there's very little context given for any of the non-Wizard Riders in these episodes. They're mostly just treated as Other Riders, interchangeable except for their powers. So, yeah, Tsukasa's almost bizarre prominence (he's the only one to de-Henshin) doesn't feel motivated by a lot. In retrospect, it's clear why he's being used instead of, like, Faiz (although: boy is this also a story Kabuto would've worked in), but if you're watching this story without knowing Tsukasa's arc, it's harder to get the significance.
