I think so? The Fourze/OOO movie has some Legend Rider Medals and Switches, but they just unlock the Riders who've been imprisoned. This is certainly the first movie to do new Legend Rider suits for the current heroes, that I can remember.

Some stuff sticks even less than normal! I did not remember Ogre at all. I remembered Dark Koyomi, but I could not have told you beforehand what villain was responsible for her heel turn.
