The reason they're doing it they way they are now is that they can reuse the monster bodies every episode and just make new heads to plop on top. Unless Sentai's budget goes up, I wouldn't count on that changing anytime soon.

Not really sure there are going to even be many giant monster fights this year, what with the Alters taking the place of traditional mechs and those fights taking place in a CGI alternate universe (if the rumors are true).

Yea, it's the same with Kamen Rider monsters, in that they use the same lower bodies with some new bits on the upper torso. And even then the monsters slowly get phased out for villainous Kamen Riders, since they're easily more marketable, and they stick around for much longer than monsters to begin with.
