Quality is mostly subjective in this case. Personally, I came in to the franchise through the XIII trilogy, which I enjoyed a lot. And while it's too early to judge XVI yet, it does look pretty intriguing to me, from what we've seen of it so far.

I'd argue that a fraction of any decrease in quality of new installments might even be a side effect of resources (people, assets, time, etc.) being put in to nostalgia. I don't think nostalgia is inherently bad, as a harmless remaster like VIII got in 2019 was an already finished game. I think for nostalgia, they should go small and simple, not big and extravagant.
