Jin continued to support Metsuboujinrai after revival though. Conspiring with NakiFuwa and going along with what Horobi says, stealing Raiden's key being one of them. At a certain point in the show, Horobi had become independent from the Ark as well, racking up more Humagear body count by virtue of recruiting them.

In 35, Gai had every intention to put an end to MBJR and possibly the Ark as well, however those methods were, had he not been stopped.
