True, dreams are valuable and can push you beyond what you thought possible, but it also depends on the dream.
Hiromi's dream is to be a hero. Heros help people. Had Ikki's plan not worked and he died in that scrapyard, it would have helped no one! He would only have made things worse, something Daiji criticized Sakura for when she failed to transform. He'd hurt his friends who would have to continue without him and the pain of losing him and he'd hurt Fenix for losing its second commander in more or less a month most likely.
The thing is, heroes need to make sacrifices and give up things they want to help others. He didn't. He wanted to be that hero, the one out there and completely ignored the fact that he was only helping the bad guys, so effectively no one. He only followed his own selfish wish to be a hero and ultimately completely failed to live up to the ideal he cherished. He only followed his self-destructive instinct and only cared for what he wanted and failed to take a look around.
Heroes often don't get what they want, not because they are not good enough, but because they sacrifice it to do the right thing. That is something that carries through for most Riders. They give up something dear to them because it's the right thing to do. Sometimes they get it back, or they don't. Hiromi did not do that.
