Yeah, it was. But it was cropped to 16:9 to look "modern". It's the same problem as The Simpsons you mentioned.

I don't know anything about Charmed, but I'm pretty sure The Wire was composed for 16:9 and pan&scanned to 4:3 for its original SD TV broadcast. Some shows back then, especially on HBO, were shot in 16:9 to make it look more cinematic (and with a DVD release in mind).
Yeah, it was composed for 16:9. With the crew and cameramen painted out digitally.

That's very true. The CGI shots were edited in SD video, and it would be impossible to improve their quality very much. They could rescan the film and make that non-CGI stuff look a lot better, but any shots with CGI will always look like crap on those shows.
It's possible to put improved CGI in these shots. Star Trek: The Next Generation did that, while having 140 or so episodes to boot. Heck, they re-created Flagel for the Magiranger Tribute in Gokaiger, since that show was shot in HD.

Kuuga was shot in HD, I seem to recall, but I don't know much about the blu-ray release.
It's just an upscale.

I know there are HD masters out there somewhere.
Where ? Where is it ?

Toei reverted to shooting in SD with Agito up through, I wanna say, Hibiki?
Agito-Blade. Hibiki was the first show to be shot in HD, without being edited in SD.
