There're a rumor or tease about Seihou Agito Shining form if i remember correct but nothing happen

I'm not sure if it's more fact or speculation, but Seihou Agito sold terribly, to the point that stores were clearancing him out, so Bandai doesn't seem super interested in making more releases.

The fact that they haven't released the other Kabuto Riders is shocking though
