True it's obvious sign that NOAH is up to no good, but would get into that more in the Episode 2 talk. Though without that I never thought of NOAH as good before when it was revealed at first. Regarding Vail I just think it's about how he's still dormant in the belt, in his current rampage he still refered to Genta as his partner, the only partner, but it's used to show how he's a yandere hellbent on keeping Genta for himself. I don't think this one's like Vice in the flashback to child Ikki that seems genuinely helpful to him and family which was different to his portrayal at earlier episode to be entirely selfish and wanting to eat the family, Vail's difference was about what he can or can't do.
