That's pretty easy! It's another reference to the whole seeds of Agito plotline. The Agito change is this spectrum, going from people like Mana(only exhibit supernatural abilites) to people like Ryou(partially evolved, an imperfect variant with drawbacks) to people like Shouichi(considered to be complete and perfect form)! So, if the Ridewatch obtains Agito's full power, the Another Agito will naturally evolve in a complete Agito when using it! (Kino has never really been confirmed where he laid on the spectrum, but considering Gills is also pretty-monster like, I guess that's proper confirmation on where he lies, in a bizzare sort of way?)
As for where the original Ridewatch came from.....*shrugs* Probably the same place Swartz pulled the Another Zi-O Ridewatch. Ridewatches work in mysterious ways, so don't think about it too hard.
(Anyway I was actually geeking out

at that detail when I first watched this arc, seeing them go out of their way to reference Agito's (often bizzare) lore in every step for this MOTW made me so happy as a Agito fan!)
I surprisingly don't much to say other than "holy shit that rocked!" or it's already something someone else already mentioned, but yeah, this is my favorite arc (in terms of Legend Rider content) in Zi-O by a mile. It really feels like they finally found a good balance between slathering the viewer with fanservice and making sure said tribute content adds to whatever Team Zi-O's up to in a meaningful way, after how long the tributes wildly ricocheted in quality. Glad they found their footing in the end!
