I think I've mentioned it before? It wasn't a huge problem earlier in the series, since the various anniversary elements and character arcs ate up a bunch of screentime, creating a very entertaining show. The problem of all that reaction comes now, when the characters are basically being spun around by a villain for six straight episodes.

It hasn't been demonstrated, but I'm pretty sure Swartz outright says that he stole Tsukuyomi's powers and memories because she was more powerful than him.
