No, but probably villains shouldn't be oversimplified as merely 'heroes obstacle that is hellbent to kill them' and have their characterization ignored entirely, regardless of personal feelings. Akaishi's goal isn't about gathering as many kill counts as possible, but even has some well-intentioned extremist type of keeping humanity alive, with what he think is only able to be done by asskissing Giff. Him not killing someone isn't plot armor case as Akaishi isn't about murder as many as he can. While he did murder here, he only did if it's necessary to advance his schemes (main goal is broadcasting Giff's power, not killing as many as he can).

That'd mean they successfully handled Daiji, at least to you. Daiji was always set up as cleaning up Fenix from its corruption, so him being 'least interesting' previously probably was about Daiji never getting his proper turn of screentime. If Daiji becomes a villain, probably he'd inherently revive Kagerou back, because it'd not be a 'balance' anymore, but too much evil inside him instead and Kagerou is the evil side in him, even Kagerou was about corrupting him at his death.

While Hikaru may be a bad (or nowhere near enough utilized) character, there's no such thing as no personality. That's also actually a lazy view and very superficial judgement. Personality isn't about who stands out/"open" the most, they may be more little hidden if they are very shy, or more reserved, or acting more like normal person (and can seem 'more boring'), but they have a personality.
And just because you hate him, doesn't mean other people/characters feels the same like you or such like Sakura also hates him or such (if it's what you imply for 'absolutely no interest').

Ironically, Hiromi (and Sakura perhaps, if she's the creator's, Kinoshita's, pet) had the least presence at the beginning of Revice, and people here iirc only talked about him when he became Demons. There's little talk about Hiromi failing to become Revice, despite that it was reportedly the reason to keep Hiromi in the show.

And have their faults in writing overlooked for side characters (double standard to main characters, even if main characters has bigger expectation). Zack seems to be totally re-writen into a sudden upstanding nice guy, the time where he became Knuckle.... and the time he got to act on his own again (so there seems to be no development for him as a vicious cheater before). Hiromi too, had several people nothing that Hiromi was written poorly in the last time he appeared other than his love.

Hiromi's reaction/sentiment seems to be somehow different from many of the primary Riders, despite about how Hiromi's that type, or to be specific, Hiromi's showa protagonists type. That a handful of people are sick of primary Riders due to them being the type who wants to be heroic.
