Monsters once being human has been a Kamen Rider staple since 1971. If you strictly mean Heisei then what about the Grongi? The Orphonochs? Worms? Phantoms? This isn't even counting ones who turn back human when defeated.

One of these is about killing your best friend. The other is killing in general. One is used as a pep talk to motivate the protagonist in to action. The other is taunting the protgonist, reminding him that if he stays inactive, his replacement would inevitably fail and it would have all been his fault.

It's a show meant to sell toys. This happens all the damn time, if anything, you should praise Build as Build made all his gear whereas Kouta was just given his upgrades by someone else
