Hiden isn't something that observes every move, not omniscient. MetsubouJinrai.net operates in completely separate manner from Hiden, and probably in shadowy way. Don't know why it's considered certain assumption that it's Hiden's response to that move instead of just unknown evil/exploitation like how it's not known how a tool from a shop would be used when sold to a non-suspicious customer. Of course the real reason can't be talked about here yet, but though I do find Aruto to have blind faith for Humagears at times too, and obviously Hiden had shortcomings and should improve things, but to demonize something due to outcomes.... that's similar to blaming Emu for unwittingly giving Parado human DNA for Gamer Driver IMO.

Sorry if this is probably out of place, but actually, it's a hot take from me but, though Fuwa is a hero, in anti-hero category at this point, I won't necessarily view traits like determination (refusing to stop) as (classic) heroic traits. If giving an example other than Fuwa, there's also someone like Masamune, who is a depraved bastard, but is also someone who won't stop no matter how much he gets his ass kicked by the invincible Rider. Being determined varies a lot, what are they determined at? Determined at accomplishing selfish goal no matter how much people would dislike that and try to stop you, would be one too.
