Apparently, Inoue hasn't even watched Zenkaiger yet, which sucks cause I'd love to know his reaction to Episode 18.

So I think it's unlikely that Master Kaito is the same dude. However, he sounded kind of sad and lonely when talking about his past, so maybe something tragic happened to his teammates, causing him to lose his color. This could also be the reason why Don Momotarou's Zenkaiger Avatarou Gear announces, "Yo! Secret Power!", instead of the more conventional "Yo! Kikai Sentai!" that plays with the Zenkai Juran Gear. But that's just my speculation.
