In all honesty, it's a pretty logical move. From what I gather, Revice's First Quarter did about the same as Saber in terms of Sales. Keeping in mind that Saber had one belt + four weapons that doubled as transformation items, whereas Revice had two belts (I am not sure if belts for Pre-order on Premium Bandai are counted toward Q1 Sales), It seems that it doesn't matter too much how many belts there are in terms of sales (again, it's a bit hard to pinpoint, given that they never show what items were most popular).

It makes a lot of sense in these times, that they make a way to downsize the amount of belts, while keeping each Rider "Unique" in regards to their belt. While the rumors are still yet to be confirmed, the idea that the belt is customizable to each rider makes a bit more sense than releasing a belt per one or two riders. Again, I am not sure what the details of past sales are, but given that Bandai seems to be trying new ideas each year when it comes to the belts, I don't find the idea of a belt that can be customized per rider too crazy.
