It actually very easily can be both. Because here's the thing, all Izu/ZEA are calculating throughout the episode are possibilities, not definites. Could Ark come and easy kill the heroes if it wanted? Yes. Does that mean it is 1000% going to do so? No. Same as anything else that can think.
