This show rules! I'd say the wacky shenanigans born from the characters just being their stupid selves would be enough to carry a whole episode even without any toku action, but I've come to find that the extra touch of them transforming into colourful superheroes on the side is actually a pretty perfect combination for the feel of this show.

It took me this long to realise that Tsukasa being such an outlier among the group is just as much a running gag as Shinichi's haikus, so I think at this point it should just be held off until as late as possible and kept up through increasingly absurd and implausible circumstances. After all, this episode (and the previous one with the 'hostage situation') proved that there's nothing stopping all five of them from being together and making a fun time regardless.
