I'm sure if Toei really wanted to make a Spirits adaptation, they could work something out. Especially considering that the only thing stopping them is just good faith, since the writer's wishes isn't really contractually binding.

Granted, I don't see them souring a relationship like that, but big companies sometimes do that

There's a lot of story potential present.
To bring up Spirits into the mix, as someone with minimal knowledge of any Showa series, Spirits was an original story that was easy to jump into. It kept events from multiple series, but ultimately, it wasn't some kind of canon sequel that relied on past knowledge.
That same concept could be done with any of the riders. An original story that follows a few story beats of the original series, but deviates into it's own story.

For example, Kamen Rider Kuuga has a well known manga that follows an alternate telling of Kuuga, including incorporating how Agito is connected to Kuuga.
