I don't think it was ever banned. I always thought it was just a point deduction for doing so.

I guess I just have Kabuto on the brain, since Tendou was the best throughout the series, and others developed around him. He had his lows, but he never truly "Fell."
Granted, Ace and his own demons have been alluded to, so I do want to see what that is all about.
