Not if the main point of the game is to defeat Jamato. Then you need riders in their most powerful form, and therefore it's like in a DnD campaign to give the found item to a partner whose character it suits better. It's just that local riders don't understand that their goal is to defeat Jamato, and fulfilling a wish is a reward.
