I feel like Keiwa's development is more like Shinji's earlier behavior of preaching to stop the fighting, before he learned that the Riders all have their own personal reasons for fighting and he started to accept the nature of the Rider War, while continuing to resist it alone.

The difference between pointing out that someone committed bad deeds, compared to repeatedly telling someone they need to stop committing bad deeds and be more like them instead. Like maybe suggest it a few times in a diplomatic way, but if they keep doing those things anyway, then it becomes preaching. I was one of the people who speculated about Keiwa's turn, so I'm curious to see if this is the point where he focuses his energy on a more attainable desire, or continues to zealously push his ideal of world peace like he did in the lounge.

Precisely because the game clearly loves Keiwa, I think that DGP needs altruists. For the Ninja and the connection with him is clear, but Boost falls into his hands from the qualifying round.
While it's possible for approximately 30 Riders to unanimously agree on a shared desire, it would be an extremely improbable scenario. For taking turns to grant desires, then there's the problem with desires that would cancel out others, like Kanato's for human extinction, which means some people have no choice but to only rely on themselves.

If this was the aforementioned extremely improbable scenario, it would be the most entertaining DGP to watch. Every Rider, Jyamato and sentient Raise Buckle fighting to protect Sara.
