In the last episode, he was eliminated after being severely injured, and thus, as Tsumuri said, "he is no longer qualified to be a Kamen Rider." On the other hand, Na-Go and Buffa might have lost, but they made it to the final round and survived, so they get invited to try again in the next DGP.

I do still get the feeling Keiwa's probably gonna come back in some way, but it's safe to assume he won't be a regular contestant of the DGP.
