As said before regarding the Hazard Levels, yeah, sometimes there are characters who spent most of their times not being themselves in audience's eyes (which some people, not you or in KR fanbase, can deny due to making the characters "less complex" in their eyes, still headcanon though), though this also can be their existing negative traits being amplified so much that they became much more malicious and different, which is many of the war criminals being under Hazard Level influence like Hokuto PM. Though I do agree that Gentoku turning ultra-goofy part is a 180 change and not really into that either, they can turn him good without being "OOC" like that, goofy isn't inherent part of being good. Maybe to keep including him in the comedy, they can have him play comically serious role.

I'd agree that Build's humorous character interactions between the main cast are quite light-hearted, and theirs can be considered resilience. But as in like said before, humor isn't inherently light-hearted, or being a part love and peace. Like there's also black comedy or comedic sociopathy, when any toxic and crude behaviors are considered funny, as long as it's happening to someone else (and partly because you aren't affected; not putting themselves in their shoes), and those actions being justified because of being hilarious without any regards to the victims where it don't matter as much as the comedic or entertainment value in those behaviours. As Mel Brooks put it: "Tragedy is when I cut my finger. Comedy is when you fall into an open sewer and die".
But even more there's also lies the deceptive power of humor, the troublesome nature of the joke content; If someone confronts a joke-teller, or speaking out against even mild forms of inappropriate behavior, there's a risk of being shamed for being over-sensitive and refusing to play along (phrases like "can't you take a joke", "you must be fun at parties"), the pressure to play along to avoiding social exclusion or ridicule as humor is also a form of social dominance. And this can send false feedback that any of those people, they can shamelessly get away from what they did due to normalizing those acts.
