I agree it works as a good plot twist that quickly establishes Kamen Rider ZAIA as a wildcard in Azu's schemes and I also like the scene where Metsuboujinrai pay tribute to her death as a fellow HumaGear who was corrupted by Ark and wronged by Arkland. While it's only a small criticism I have in the scope of the movie, I think it would've been even more shocking if Azu wasn't already so ineffectual in all of her attempts to revive Ark. Admittedly, that's not exactly a fault of the movie, but a fault of that character in general.
