I'm not sure how you can lay that one at the feet of the Humagears (is a victim of intolerance ever to blame for the actions of the intolerant?) and since the Ark and everything afterwards can be directly attributed to Gai's actions... yeah, I got a hard time saying that Humagears as a whole created this situation.

Beyond that, Daimonji is generally shown to be stoking society's mistrust of Humagears to feed his own ambitions, and because he firmly believes that human-form AI is a mistake. He's not just some vessel of society's will, he's steering things towards his desired outcome.
