The zone is fenced with a barrier through which it is impossible to pass. The civilians can sit out the mess until it's taken down, but I doubt if Jamato wins they'll have enough time to escape.

is that, Taira, Masamune, and Gai are all older businessman which makes them physically inactive and thus unimpressive fighters, but Masamune and Gai are helped by the raw power of their Rider), getting degraded as the weakest player by at least Morio and Michinaga, and he only got his shit together in fighting starting from ep. 8. But a clearer reason for him being loser is perhaps, Keiwa is the ordnary person, everyone else is famous.
In the zombie round, Neon was named the weakest player. In the card round, Keiwa was simply unlucky to get Michinaga as a partner. And since he constantly came across Boost, he also always saved civilians and regularly shot Jamato. I think he obviously destroyed more enemies than the Morio, who ran around with a shield for two rounds.
And I'm not sure that Ginpen was that weak. His mistake is that he climbed the Jamato boss with a weak buckle. Even the champion Ace needed Boost to destroy this villain. I suppose he could have handled the Magnum without Boost, but Ginpen didn?t have a top-end weapon either.
