If they had fan voting to produce Figuarts of unreleased prototypes, it would be cool if it could be separated by franchise.
At this point I'm not well versed enough in what unreleased Rider prototypes have or haven't been made to really comment. However, I can certainly think of some unreleased stuff from Ultraman.
Part of that is being more casual of a fan for one franchise than the other, but also how long they have been produced in SHF. There's a lot fewer Ultra series figures for me to keep track of, and feels like more ground left to cover.
