And specific to this show, going smaller in scale fits the overall mood of the episode quite nicely, where we're finally letting off the gas for a second to really take in everything that just happened at the end of last year's run of episodes.

I think I'm with you on this, with the added twist that the comforting 2-week format works best coming off the absolute frenetic energy of Saber's early part. The stage is set, we know the world, and I guess it shows a level of confidence, reducing from "the literal world is at stake" to "Touma has to survive his coworker's new boss while saving Mei's". Or maybe I'm just a sucker for "the gang save one (1) person endangered by a monster.
