Not the end of the arc yet (or perhaps SP would be), but with more reveals than ep. 16.
I guess now there's a better picture on how Beroba can be a big trouble for people like Niram. Beroba seems to be the current big bad, not just a mere supporter who backs up major characters (in this case Michinaga and Daichi, or also Archimedel previously), she's the bigger player than them or anyone on the bad side. Though of course, Niram doesn't go down without a fight in him essentially applying 2FA regarding Goddess of Creation's wish granting, making Beroba's "victory" useless for now, as Beroba's not the first. Seems a direct reveal too that Goddess of Creation is the one who grants the wishes of the DGP winners, with Beroba carrying the Desire Card towards her. But later parts display Niram and the other DGP staffs losing their cool over Beroba's actions.
In contrast to her though, people like Buffa and Nadge-Sparrow are getting worfed by Ziin, who has an ability to alter gravity of his opponents. So supporter Riders like Ziin is leagues above the DGP Riders, but wonder if it'd be above Glare2 too with how Ziin is confident in trying to stop Beroba previously after she effortlessly beat Glare2. Albeit it doesn't matter for Beroba as she already got the Vision Driver, so there are never proper showing between the 2 yet. Archimedel is portrayed more sympathetically here in how he grows his Jamatos with heart and wants to make a world where they can be happy due to the admin's abuse of them, similar to Parado and Horobi, but it turns him into an invader to humanity.
Unfortunately for him, Beroba decides to destroy the Jamar Garden, highlighting her sadism further to even turn on her allies, with Archimedel genuinely begging her to not destroy his hard work. So the reveal here is that Jamar Garden is made up from the destroyed DGP areas. So there are likely many of them, and shows clear consequences of Riders' failure in the games. Beroba's Rider form, as teased in the previous episode, is something huge like Suika Arms, Time Mazine, or Breaking Mammoth. So Geats currently is running on size equals superiority, in how Glare2 got really scared off by her due to this. Beroba is clear the strongest Rider outside of likely Gazer not only in her easily beating Glare2 but also in her possessing the power to destroy whole area. Kuuga's nuke-level feat is back here, done by the main baddie.
Niram here becomes more standoffish and unpleasant due to the current situation, with him really threatening Chirami, and brushing off Keiwa's questions about the DGP, similar to Girori's reaction to Tsumuri's suggestion. At the end, he becomes very no-nonsense to just get the Riders to get back the Vision Driver. Samas is shown to be another one who really wants to keep the DGP's secrets to the point of resorting to slapping those who violate it like Chirami. Yeah, the slapstick here is delivered by an actually despicable woman. Ironically, here Chirami also seems to be portrayed a bit more sympathetically, where he tries to explain to the Riders what's going on, like what Tsumuri suggested in ep. 15. Tsumuri seems to be the one who wants to preserve the main cast's world the most, with her reaction at Beroba's attack in the end and once again confronting the Game Master about Nadge-Sparrow's ID Core ending up on Beroba's hands.
Though the DGP staff doesn't reveal much to the Riders, Ace still manages to use their behavior to make a conclusion that the staff are from the future, and that there are varied past worlds used as a setting for the DGP, like Sengoku period (is that the one referenced here due to Ryoma Sengoku?). About the series' likely new direction, Geats seem to have even more Gaim vibes that, the series moves past the games, to an actual war about retrieving an omnipotent power, in Goddess of Creation here, with stakes not only involving the Jamar Area (with minimized consequences due to DGP returning civilians), but likely much more due to Beroba's sheer vileness and threat. I'm now a bit skeptical though about possible time travelling shenanigans regarding the DGP staff and supporters, as when handled poorly it can make the series as a whole a mess, like Zi-O.
Other than that, now there's more revealed about Ziin outside of his fanboying of Ace. He seems to be the "good" version of Beroba, as he too, finds entertainment in DGP's battles, shown in him getting hyped up over Geats' battles with Buffa. But he's content with being a spectator, following what his role is supposed to be (other than them being able to rig games too with their missions), while Beroba wants something more thus she interferes without regard of anyone. Like what others asked, I wonder how boring the future can be for them to resort into doing this for entertainment.
For the other supporters, Kekera now acknowledges Keiwa's strengths to believe that he can change the world as a true Kamen Rider. That's needed to show why he supports him despite chewing him out several times previously, or that being from the future means he knows the outcomes. While Kyuun writes a sweet letter for Neon to ensure that she'd have someone who's on her side no matter what. I only wonder how'd Neon react when that letter is written by the rude man she encountered before, and what's actually Kyuun's deal with the contrast between his behavior and the letter. The Riders here get Boost and Feverslot respectively, so those are viewed as equal at least since ep. 21.
With the DezaStar stuff (overall game) out of the way, Keiwa and Neon are back into being fighting partners. Hope it'd be touched upon later though. Tycoon claims that Na-Go is getting stronger, but well... it happens after an episode where she performs very poorly as the DezaStar (of which previously it's established that she's not careless, just Chirami doing it for the lulz), the very thing that made Keiwa able to figure out she's one. I know it's about fighting ability but still. Tycoon claiming that they're becoming more Kamen Rider-like seems to be a meta reaction about Geats' direction change, that now the Rider powers aren't used for a game anymore. At the end they're pitted against Nadge-Sparrow, it's the showdown between the Riders who outwitted Game Masters, Girori and Chirami respectively.
Michinaga now uses both Zombie and Jamato Buckles, and Ace only uses Magnum, instead of Boost Magnum. Their fight just displays Geats' superiority of keeping up with the upgraded Buffa, and Geats only loses due to being caught off-guard. So Buffa doesn't look better than Tycoon in fighting Geats. Michinaga claims that now he's hunting all the Riders not out of vengeance, but out of a mission to end a world where the Riders can get their wish. Geats also displays his fighting capabilities by using the environment to his advantage, and Ziin can support him by giving him a board to ride on. Same actions but different reasoning. Other than that, finally Feverslot is used again, with Na-Go getting Beat. Then I wonder why it was so rarely used before Lopo uses it. Ninja on bottom would have the Rider's kicks have slash effect, and Tycoon using the Revolve On to free himself from the vines is also a good tactical move. Na-Go makes more use of hand-to-hand combat by flipping the enemy with her thighs.
