Not like there aren't any rules on real life society with punishments, but not everyone will follow that. And it's not only attacking Riders head on that can potentially reduce your competitiors, actions like leaving them hanging also can do, and it doesn't seem to be penalized, like lntentionally leaving them to die when they're injured (by something else) while you can save them.

Actions like Emu punching Kiriya after his return to maintain their facade will also hurt him. Or Date kicking Eiji mid-fight with other opponents to maintain the facade. Keiwa also attacked Ace in his plan to bait Girori, even though Ace has clear upper hand.

Mend? People shouldn't shoving the importance of family and blame those trying to break off. Fact is a lot of parents are terrible people, and their childs don?t need to be unconditionally grateful to them, or stuck with them (but her mom won't stand still). People like her parents can't and won't change their ways, because to them, they ARE already showing their love, but their love is predicated on you being what they want her to be or what she can do for them - which shapes abusive environment. There are also numerous other Riders who have archnemesis dad, and thus they're also "unwilling to mend their relationship"?

If he helps only when it does not harm himself, if between the salvation of the many and the one, he always chooses the many, except when the "one" is himself, is this heroism? And that's what the comparison with a millionaire is what. If he ever finds himself in a bad financial situation, he may well not only stop feeding the hungry, but also deliberately take away their last. Is he a hero then? Even if, having improved his condition, he begins to help those in need again, all the harm cannot be corrected. It's just that if a person changes under the circumstances, then we do not know his present. And in some cases, it may not be real at all.
Firstly, what should stop is assuming someone who tries to preserve their welfare if they can while helping others as only wanting to help if they don't harm themselves. This can even happen to characters who survived at the end even when they did attempt to make a sacrifice before, but they're saved, the hindsight bias of assuming they have precognition (e.g. MCU Cap).
Otherwise, like said before, character/people as a whole of their good deeds vs their bad deeds (and then factoring in WHY they did bad things). It's
context
that really weighs the scale in either direction.
It's unfair to, instantly condemn those who have even slight bad. No one is morally perfect, but this isn't a binary and it doesn't mean that they can't be straight up heroes with a few failings, it's okay to stumble and fail once in a while - what's most important is to stand back up and keep on trying to be better, it's difficult to be morally perfect. And outcomes also don't determine morality, harmful outcomes can be done by any kind of people, like Shinji's stupidity in Scissors arc.
How the context is applied is like, how often they fail to adhere to their morals, if it's only done in desperate situation once where they have no other choices, even better if they show remorse for it (but isn't always needed), and try to be better/not repeat otherwise. It'd be anti-heroes if they embrace these bad traits - while still overall good person, when these moments of moral failure is too recurring, consistent, and no remorse/no attempt to avoid that or become better.
People's alignment can change, and can change more than once too. But alignment isn't changed solely by single/few actions that differ, it's something recurring and consistent. If they were genuinely good before turning worse due to difficult situation, then it's a case of heel turn, . But they'd be straight up villainous from the beginning when they just did good deeds to maintain a two-faced facade before revealing their true colors (cynics like to interpret any of these cases as this, but it's not right).
And there's also a difference between unwilling to do good (or bad) and unable to do good (or bad), the latter is like someone who got stripped of their power (for hero to save more, or for villains to cause damage), which sounds like the part of people in bad financial situation not feeding hungry people.
Villains aren't free from putting themselves at risk either, as the villainous Riders in the DGP like Kanato are given the same tasks and threats as anyone else. But those aren't heroic for their risks because they brought nothing good to others (them fighting Jamatos is also evil vs evil).

Wut, this is just cruel. Why tf would people are faultless if they have reasons behind their actions? Reasons can include something like jealousy, envy, racism, bigotry (can involve something they have no control of like their race), quick bucks for media, keeping villain's schemes covert, etc. And for you, the haters are doing the right thing over reasons like those? And examples of hated heroes in media can be (and quite often) someone as morally upright as Spiderman or Kenzo Tenma.
