It's intriguing that Michinaga managed to effortlessly roll a Fever Zombie both times, like, I wonder if the "Power to destroy all Kamen Riders" doesn't make Buffa indestructible as it appears, but rather makes him infinitely lucky that he can evade Ziin's finisher even at point blank range while the enemy is literally standing on him. Basically, breaking the limit of Tycoon's luck stat for 100% chance of evading attacks and 100% chance of Fever Zombie. Alternatively, Beroba rigged the Feverslot Raise Buckle, which should be easy to do with unrestricted access to Mitsume.

They got Retired, so it's not a permadeath but I'm not sure if they can come back in this world. The only one we saw do that was Ace, reviving in the same world after Glare Retired him, which might've been an effect of his desire, "To play DGP until I die". Michinaga wants to rid the world of Riders, but he's not totally depraved, so he'd probably rather deter civilians from becoming Riders so he won't have to kill them. Ironically, his world actually seems peaceful without DGP and it's Chirami who starts getting people killed by throwing a full roster of Riders at an impossible final boss, even a former Desire God who must've been playing before Ukiyo Ace, presumably that beagle guy, Groovy.

Maybe Ace's desire, "To become DGP staff's family", has something to do with this. Now that we know Ace was born magically instead of naturally, the desire might've caused Tsumuri to inherit Mitsume's creation power the same way that each incarn-Ace-tion inherits memories, something that Giroli couldn't have noticed when he authorized the desire, as even Ace wasn't aware of Mitsume's power.
